I’ve inadvertently touched the power button on the server while syncing Bitcoin Core. It was at roughly 60% which is using a little over 460GB of storage. It started syncing from scratch but is still using 460GB. Shouldn’t it start syncing from 60% then?

Using the amount of disk space being used by StartOS and any/all services installed is not the most accurate way to judge Bitcoin Core’s IBD status.
If you turned off the power mid way through something may be become corrupted and may have started over. The only way to know for sure what’s happening is to look at Bitcoin Core’s logs to see what it’s going now, and to see what it did when it was interrupted.
