Having issues with mempool passing health check

So for several months I’ve been having an issue with mempool syncing or I guess just passing General Health check im getting Error: can only create exec sessions on running containers: container state improper on API and Transaction Indexer and web interface will not launch Bitcoin core lightning and electrs are all satisfied and blank logs on mempool everything else is running fine with no issues I have also tried to uninstall and reinstall same issue any light on this issue would be much appreciated thank you!

Since it is a container error, you might try a system rebuild

This action will tear down all service containers and rebuild them from scratch. No data will be deleted.
