how can I view and possibly control the speed of my CPU (or other) fan?
On a web ui or on ssh terminal?

I am not aware of a way. Maybe someone else is. But if your fan is running all the time. You can try cleaning your machine of all dust, checking your system → monitor to see what kind of a load is on your machine. You could be maxing it out depending on your specs. Sometimes rebooting clears everything out.
