Receiving error when trying to create Synapse admin user on 0.4.0

I installed Synapse 1.151.0:2 on StartOS 0.4.0-beta.08. I see that creating admin user is a required task - however, when I go to do so, I get the following error:

“RPC ERROR: Action Failed deadline has elapsed”

Port forwarding and public domain has been set for homeserver and passes all tests. I even forwarded the port for the admin UI in case that made a difference. Uninstalling and reinstalling, same error.

Here are the service logs from the time period when I tried to create the admin user.

Looks like you are running a slightly older version. I believe there was a fix put in recently. Try the latest (1.152.1:0) released yesterday and see if you still get the same error.
