When I go in the bull wallet app It says
“add customer server,” i click that, then it promtes for the “Bitcoin mainnet server URL.”

Is there a way around this or does their wallet only support connecting over mainnet?
You’d have to ask them what they support, this is a Start9 forum.
That said, if they don’t support TOR you can and probably should upgrade StartOS to v040. Nothing you said about says that they don’t support it though. There’s no mention of any error in your post or any suggestion that something doesn’t work.
You appear to be confusing “mainnet” (bitcoin) with “clearnet” (not using tor).
