Start9 v 4.0 19 Market place not showing new install

I installed version 4.0 19 and cant seam to find any services from marketplace and community registry services

That would be correct. There is no software for 0.4.0 in those registries, as 0.4.0 is in Alpha testing. If you would like to test, you can add the Alpha registry, where you can find packages that can be installed for testing only:
