I SSH to my embassyos machine that running bitcoin core, su as root but can’t find bitcoin-cli. Is it because bitcoin core run as docker container? how can I run bitcoin-cli command?

This is your device and as such we will always ensure that you have the maximum Freedom possible in regard to its use. That being said, embassyOS is created specifically to be UI-controlled and to make using the CLI irrelevant. Anything that you do “under the hood” is not supported, and furthermore will be overwritten on every reboot.
